Background The city serves approximately 500,000 customers through 110,500 residential service connections, almost all of which are without water meters.The City’s service territory is approximately 110 square miles. (The City served approximately 24,000 metered commercial and industrial accounts which are not included in this Project.)The majority of service lines are 1” in diameter and any existing water meters are installed in shallow pits. Are Meters Mandatory? Currently, Fresno receives 60,000 acre-feet of high quality water annually from behind Friant Dam, which is delivered to ponding basins for recharging the underground water supply, and also for Fresno's Surface Water Treatment Facility, to treat and deliver to customers. The contract for the water supply is secured for nearly a 40-year term, beginning in 2005 and expires in 2045. A condition of renewal requires that the City measure (meter) all water deliveries to customers. Further, recent State of California legislation and US Bureau of Reclamation directives, the City of Fresno is mandated to install water meters on all of its residential customer accounts by January 1, 2013. To comply with the terms of the contract and state law, the City will install meters in all single-family residences that do not already have meters. The multi-year installation project will occur from 2008 until 2013, and will involve approximately 80,000 to 105,000 homes in the City of Fresno service area. Project Team The City has retained HDR, an architectural, engineering and consulting firm to assist in the procurement of an automatic meter reading system, including meters, and installation services to support the deployment planning and implementation.The city has retained Vali Cooper & Associates, Inc. and Sharp Inspection Group, Inc. to provide construction management services (CM) services.The City will assign a Project Manager (PM) who will be the single source of contact on the project and responsible for coordinating the resources needed to complete the project as designed.
