Automated Water Meter Reporting System and Provide Water Meters

The City has completed the process of selecting a single Automated Meter Reading (AMR) system vendor to design and supply a fully functional mobile read or fixed network system, including encoder registers and 110,500 water meters in conjunction with construction contracts to install residential meters throughout the city limits.
The procurement of equipment consisted of two phases:
Phase I - Pre-qualification of potential vendors by submission of qualifying documentation, and demonstration of phase/field evaluation.
Phase II - Receive price proposals from pre-qualified AMR system vendors.
Both Phase I and Phase II of the process are complete The Phase II process involved the request and acceptance of bids from the manufacturers whose product had been demonstrated to meet the City's requirements. The request for bids was released to the pre-selected vendors in October with a bid date of November 5, 2009. Bids were received from two prequalified bidders. Both bids were evaulated and the contract was awarded to Badger Meter, Inc. on January 14, 2010.


Volunteer Water Meter Study

The City of Fresno Water Division continues its outreach efforts with a new Volunteer Water Meter Study to gauge the impact of water usage on the daily lives of customers. The Water Division has recruited approximately 75 households for the yearlong study. Volunteers represent of a cross section of the community, and live in each city council district. Some of the volunteers are residents of county islands, and all are City of Fresno water customers. Some households are on large lots, some are on small lots; some families are big, others are small; some folks are older and others are younger. The households come from varying ethnic backgrounds. The oldest home was built in the early 1900's and the newest was built in the 2000's. All the homes will have water meters installed, and the meters will be read periodically to show how their usage would impact their water bill.
During the yearlong study, efforts will be made to encourage the fixing of leaks, and educate the public about ways in which they can conserve water in order to keep their utility bills down. It's important to note that the volunteers will not be charged a metered rate during the study, but will continue to pay their normal flat rate. Everyone who signed up for the study is aware that they may be a part of media stories on television, radio or in print in multiple languages. As residents transition from a flat rate to a metered rate, we believe this process will be of great interest to our customers.


The Volunteer Water Meter Study will be ending in February of 2010, and soon thereafter, metered usages will be posted at this website.


Water Meter Box Installation Contracts within the City of Fresno

The City of Fresno has presently two on-going contracts with the following Contractors:

Contract No. 1 (9046) - Vulcan Construction and Maintenance, Inc.
Contract No. 2 (9047) - West Valley Construction, Inc.

Each of the Contractors has been assigned areas of the City where they are installing water meter boxes and associated plumbing.

What to Expect - Meter Box Installation

The Contractor will provide 48 hour notification to your neighborhood prior to any meter box installations and a courtesy notification at each location before any water service is shut off. The 48 hour notice shall be in the form of a letter and shall provide the name of the person representing the Contractor and his/her telephone number.When the work begins at each residence, the Contractor will be required to turn the water valve off during the installation of the meter spool/box. The Contractor shall not have a water service shut off for more than one hour to make any necessary connections. When the installation is completed, the Contractor will be required to open a hose bib and flush the house lead line until it is clear of debris.The Contractor will be required to clean all paved or concrete surfaces. All grass areas will be raked clean of debris and the area restored to its original condition. Any pruning of tree roots encountered during installation will be kept to a minimum and only cut when absolutely necessary. Due to summer weather with high temperatures, the Contractor’s work is expected to occur during the weekdays as early as 6:30 AM Monday through Friday. Weekend work may be permitted, but only when conditions warrant. No water services shall be turned off before 8:00 AM and all water services shall be restored by 4:00 PM. Equipment will not be allowed to run earlier than 7:00 AM.

Water Meter Installation Contracts within the City of Fresno

The City has awarded two contracts for the installation of meters throughout the City to the following contractors:

Contract No. 1 (9088) - Vulcan Construction and Maintenance, Inc.
Contract No. 2 (9108) - Measurement Control Systems

What to Expect - Meter Installation

As with the Meter Box Installation, the Contractor will provide 48 hour notification prior to any meter installation and a courtesy notification at each location before any water service is shut off. The 48 hour notice shall be in the form of a door hanger and shall provide the name of the persons representing the Contractor and their telephone numbers. Once the meter is installed, the Contractor will test the waterline, connections and meter to ensure that there are no leaks. The Contractor will also flush the water service line through an outside hose bib to ensure no entrapped air or dirt enters the customer's residence.
